Born in 1986. In 2007, he completed his studies at the L.N. Gumilyov Eurasian National University, specialising in Regional Studies. In 2010 he graduated from Kokshetau State University named after Sh. Ualikhanov with a degree in Jurisprudence. He started his career in 2007 in Ericsson Astana LLP. From 2010 to 2017, he held the positions of Leading Manager, Chief Manager of Marketing and Projects Department, Director of Alumni Relations Department in JSC "Centre for International Programmes" of the Ministry of Education and Science of the Republic of Kazakhstan. He also worked in the department of analytics, monitoring and evaluation in the JSC "Information and Analytical Centre" of the MES RK.
