250 EDUCATIONAL GRANTS FOR STUDYING AT UNIVERSITIES IN HUNGARY

Document submission will take place from December 19, 2023, to January 17, 2024, inclusive, through the Electronic Government portal (Egov.kz).

For the 2024-2025 academic year, within the framework of the Memorandum of Understanding between the Ministry of Science and Higher Education of the Republic of Kazakhstan and the Ministry of Foreign Affairs and Trade of Hungary on cooperation within the Stipendium Hungaricum program for 2024-2027, 250 educational grants have been allocated for the following programs:

The Hungarian side provides 250 grants to citizens of Kazakhstan for the following programs:

  • Bachelor’s program: 110 places;
  • Master’s program: 90 places;
  • Bachelor’s + Master’s program: 30 places;

In the first year of study, scholarship holders in the Bachelor’s, Master’s, and Bachelor’s + Master’s programs are required to take a course in the Hungarian language as a foreign language, offered by the host university, and pass an exam at the end of the second semester (except for scholarship holders studying in the Hungarian language). Scholarship holders who do not attend the course will not be able to receive their monthly stipend.

  • Doctoral program: 20 places.

*All students applying for the doctoral program must have a supervisor at the host university. During online registration, it is necessary to attach a document confirming enrollment, signed by the supervisor at the host university.

The grant covers the following expenses:

  • Free tuition;
  • A monthly stipend for Bachelor’s and Master’s programs – HUF 43,700; Doctoral programs – HUF 140,000 (first 4 semesters) and HUF 180,000 (second 4 semesters);
  • Accommodation in a dormitory (or payment for rented accommodation up to approximately HUF 40,000 per month);
  • Health insurance.

Note: Other expenses are covered by the grant recipient themselves. Applications will not be accepted from applicants born after August 31, 2006 (applicants must be at least eighteen years old by August 31, 2024), except for those applying for the «Choreography» (Dance Study) specialty.

Document submission will take place from December 19, 2023, to January 17, 2024, inclusive, through the Electronic Government portal (https://egov.kz/cms/ru/services/higher_education/pass_203_mon).

To submit documents through the Electronic Government portal, you will need an electronic digital signature (EDS), which can be obtained remotely. You can find instructions for obtaining an EDS online (remotely) at the following link: https://egov.kz/cms/ru/services/pass_onlineecp. If you encounter difficulties in obtaining electronic services, you can contact the virtual operator via the previous link or use the free call service to the Contact Center at 1414.

The selection of candidates for studying abroad is carried out through the following stages:

  1. Conducting a personal interview with candidates by members of an independent expert commission, including online interviews.
  2. Reviewing candidate materials and making a decision by the Final Commission.
    The main criteria for selecting candidates are:
    • Foreign language proficiency level based on a point system;
    • The average score of the educational document based on a point system;
  3. Evaluation by the Independent Expert Commission.

According to paragraph 17 of the Rules for the selection of candidates for studying abroad within the framework of international agreements, in case of equal points, priority is given (in the following order) to:

  1. Orphans and children left without parental care;
  2. Children with disabilities and children with disabilities from childhood, who, according to a medical certificate, are not contraindicated to study in the respective foreign educational institutions, and who have provided a medical certificate (for those traveling abroad) in form No. 072/u, approved by the acting Minister of Health of the Republic of Kazakhstan on October 30, 2020, No. ҚР ДСМ-175/2020 "On Approval of Forms of Accounting Documentation in the Field of Healthcare" (registered in the Register of State Registration of Normative Legal Acts under No. 21579);
  3. Children from large families;
  4. Candidates from rural settlements who have lived in rural settlements for the last 2 (two) years;
  5. Candidates with an invitation from foreign higher education institutions, as well as those studying in foreign higher education institutions.

Based on the selection results, the lists of recommended candidates will be sent to the host country.

Detailed information on document submission can be found in the memo. According to subparagraph 4) of paragraph 21, it is mandatory for the winner of the competition to return to the Republic of Kazakhstan after completing academic studies abroad and to engage in continuous professional activity for a period of 1 (one) year.
