Born in 1994 in the East Kazakhstan region.
He obtained a master's degree in Mathematical Modelling and Scientific Computation from the University of Oxford (United Kingdom) under the Bolashak program, as well as a bachelor's degree in Mathematics from Nazarbayev University.
He is a member of the Presidential Youth Personnel Reserve 3.0 and the Youth Policy Council under the President of the Republic of Kazakhstan.
He began his career at the Institute of World Economy and Politics under the Foundation of the First President of the Republic of Kazakhstan, where he worked as a leading expert from 2018 to 2020.
From 2020 to 2023, he was a consultant, deputy head, and head of the expert-analytical group at the Center for Analysis and Monitoring of Socio-Economic Reforms under the President of the Republic of Kazakhstan.
From January 2023 to November 2024, he held the position of Deputy Chairman of the Board at the JSC "Institute of Economic Research" under the Ministry of National Economy of the Republic of Kazakhstan.
He has been awarded the «Yeren enbegi ushin» medal, letters of commendation from the President of the Republic of Kazakhstan, the Leadership of the Administration of the President of the Republic of Kazakhstan, and the Prime Minister of the Republic of Kazakhstan. He is an independent member of the Board of Directors of D. Serikbayev East Kazakhstan Technical University.
Adil Kusmanov actively participated in the development of the Head of State's initiative «National Fund for Children,» the National Development Plan of the Republic of Kazakhstan, the Concept of Investment Policy, the concept for the OECD regional office in Astana, the methodology for determining the minimum sufficiency thresholds for pension savings, the establishment of the Public Foundation «Qazaqstan Halqyna,» the creation and execution of the «Jas Kenes Syilygy» project, the implementation of the Sustainable Development Goals agenda, the development of Comprehensive Plans for the income enhancement program and for combating drug addiction and drug trafficking, raising the minimum wage level, and various initiatives aimed at the development of human capital and the labor market.
He is fluent in Kazakh, Russian, English, and Turkish.
