On the Admission of Documents for Selection of Candidates for Study in the Republic of Azerbaijan

The Ministry of Foreign Affairs and the Ministry of Science and Education of the Republic of Azerbaijan announce the commencement of the application process for participation in the Heydar Aliyev International Education Grant Program for the 2025–2026 academic year for citizens of Organization of Islamic Cooperation (OIC) member states.

Levels of Study:
The program offers selected candidates the opportunity to study at leading universities in Azerbaijan in the following fields:

• Preparatory courses
• Bachelor's degree
• Master's degree
• Doctoral (PhD) Program
• General medicine
• Medical residency

Candidate Requirements:

1. Completed nomination form (for the first stage of application process).
2. Copies of diplomas and transcripts from previous educational institutions (school or university); academic performance (GPA) from the previous degree (general secondary education, bachelor's, general medicine, master's, medical residency) must not be less than 70 (on a 0-100 scale), or 7 on a 10-point scale, or the equivalent.
3. Copy of medical certificate, including HIV/AIDS, Hepatitis B and C tests.
4. Copy of valid passport confirming the candidate's identity.
5. Resume (CV).
6. Proficiency in the language of study:
   • For studies in English, applicants must provide:
   • For bachelor's degree: minimum IELTS 5 or TOEFL 40.
   • For master's degree: minimum IELTS 5.5 or TOEFL 50.
   • Or, previous education must have been completed in English.

The Grant Covers the Following Expenses:

1. Tuition fees;
2. Airfare;
3. Monthly stipend;
4. Health insurance;
5. Visa and registration.

Application Submission Process:
For official nomination, the following documents must be submitted to the JSC "Center for International Programs" via email at info@bolashak.gov.kz:

1. Nomination form;
2. ⁠Copy of passport.

The deadline for the first stage submission is May 10, 2025.

If the candidate is officially nominated by the government authority, they may proceed to the second stage — applying through the Central Application Service for Study in Azerbaijan (SIACAS) at the website portal.edu.az between June 1 and June 15, 2025.

Important! Other expenses not listed in the announcement must be covered by the grant recipient.
