On August 15, 2024, a memorandum of cooperation was signed between Aliya Ospanova, Chairwoman of the Board of JSC «Center for International Programs», and Bagdat Musin, Chairman of the Board of JSC «Kazakhtelecom».

The purpose of the memorandum is to deepen cooperation in the training and retraining of highly qualified personnel abroad for rapidly developing sectors such as communications, telecommunications, information technology, artificial intelligence, and innovation.

This initiative aligns with the directive of the President of Kazakhstan, Kassym-Jomart Tokayev, who emphasized the importance of integrating into global trends in fintech, telecommunications, artificial intelligence, and IT, as well as the need to establish our own high-tech centers.

Aliya Ospanova, Chairwoman of the Board of JSC «Center for International Programs», highlighted the significance of this partnership: «By studying at leading universities and research centers around the world, our scholarship holders acquire advanced global practices and technologies that they will be able to successfully apply in Kazakhstan. The Center places special emphasis on the training of engineering and technical specialists (ETS) to ensure the country is equipped with highly qualified personnel capable of solving the challenges of digital transformation and supporting the development of key sectors of the economy».

Bagdat Musin, Chairman of the Board of JSC «Kazakhtelecom», expressed confidence that joint efforts will contribute to the development of a new generation of specialists: «Cooperation with the Center for International Programs provides unique opportunities for training personnel capable of addressing the challenges of the digital future. We are pleased to contribute to the development of digital competencies among the youth, which will undoubtedly strengthen Kazakhstan's position on the international stage».

The parties agreed to implement a number of projects aimed at supporting the employment of graduates of the «Bolashak» program and preparing highly qualified specialists who will be in demand in key sectors of the economy, including communications, telecommunications, IT, artificial intelligence, and innovation. For example, under the «Bolashak» program, employees of JSC «Kazakhtelecom» can undergo professional internships and scientific internships through the «500 visiting scholars» initiative at leading corporations such as Huawei and Ericsson, as well as pursue master's and doctoral programs at top universities worldwide, including MIT, Stanford University, the University of California-Berkeley, and Tsinghua University.
