He was born on May 30, 1988, in Pavlodar region. In 2012, he graduated from "KAIST - Korea Advanced Institute of Science and Technology" under the "Bolashak" program.

His career started in JSC "National Centre for State Scientific and Technical Expertise", where, in the period 2012-2016, he worked as a specialist, senior-specialist, Head of the "Department for work with foreign experts", Head of the "Department of State scientific and technical expertise".

In the period 2016-2019 he was a project manager, Head of the Project Directorate in JSC "Science Foundation". In 2020-2023- Director of the Centre for Analysis and Forecasting in JSC “National Agency for the Development of Innovations "QazInnovations".

In 2023- Deputy Chairman of the Board in the NP JSC "Civic Initiatives Support Centre".
