Born November 21, 1987, in the Omsk region, Russia.

He has extensive experience in public and private sectors, including serving on the Investment Committee of the Ministry of Industry and Development of the Republic of Kazakhstan (2010-2017). From 2017 to 2020, he held senior positions at Astana Invest City Investment Development Center LLP under the Astana City Akimat. From 2021 to January 2025, he worked at JSC "Kazakhstan Center for Public-Private Partnership" under the Ministry of National Economy of the Republic of Kazakhstan.

Mukhamed Kabuldinov graduated from the Kazakhstan Institute of Management, Economics and Forecasting (KIMEP) with a degree in International Relations and Financial Management.
