According to the agreement on organization of training, concluded between the holder of the International Scholarship "Bolashak" and JSC "Center for International Programs" (hereinafter - the Center) you are obliged:
After graduation, to return to the Republic of Kazakhstan to work according to the received specialty in the Republic of Kazakhstan continuously for at least two/three/five years (internship/academic training);
Provide his/her manager:
1) application for graduation (the form is attached in the "Sample Documents" section);
2) notarized and translated into the state or Russian language diploma and transcript, as well as a copy of the passport with an entry stamp into the Republic of Kazakhstan.
If you do not have a diploma at the time of submission of documents, you need to provide official confirmation from the university, which will indicate the estimated date of graduation and the degree awarded (after you submit all the necessary documents to your manager, your case will be transferred to the Department of Alumni Relations for further monitoring of your work experience).

3. After graduation and returning to the Republic of Kazakhstan every 6 (six) months to provide the Center with information on employment to confirm the fulfillment of work obligations, as well as contact information (residential address, phone numbers, e-mail).
According to paragraph 27 of the Rules of selection of applicants for the award of the International Scholarship "Bolashak", approved by the Government of the Republic of Kazakhstan on June 11, 2008 № 573, there are following terms of work obligations:
5 years - in cities with the status of republican significance: Astana, Almaty and Shymkent (for graduates who concluded an agreement for the organization of training from June 19, 2018);
3 years - in the regions of the Republic of Kazakhstan (main work experience);
2 years - in the cities of regional (except for cities - regional centers), district significance and other districts of the region in the organizations of primary, secondary, post-secondary, higher and postgraduate levels of education, implementing educational training programs not on a part-time basis (for graduates who signed an agreement for the organization of training before May 6, 2020).
The period of continuous work experience specified in subparagraph 5) of paragraph 27 of these Rules is reduced by one calendar year if the scholarship holder ensures academic performance in accordance with the agreement and the completion of the full period of academic study within the framework of the provided gratuitous study by a leading foreign higher educational institution included in the list, as well as by other foreign and/or local organizations with a Master's degree, Doctor of Philosophy, residency.
The introduced norms according to subparagraph 2 of article 43 of the Law of the Republic of Kazakhstan "On Legal Acts" (eliminates the duties imposed on citizens or improves their situation) applies to scholarship holders, previously abolished category.
The commencement of work experience credit begins after graduation and the date the degree is awarded (provided employment begins prior to that date). If employment starts after the award of the degree, the credit of work experience begins at the time of employment.
After graduation, the report is provided in the form of: copies of certificates from the place of work, an employment contract or other documents confirming the position you hold and the date of commencement of employment
Copies of the above documents are accepted if they have the appropriate attributes (date of registration of the certificate, registration number, signature of the authorized person and stamp) and must be submitted every 6 (six) months from the beginning of employment in a high-quality scanned form (PDF format) to the e-mail of the supervisors.
According to the Order of the Minister of Education and Science of the Republic of Kazakhstan dated October 7, 2013 № 413 "On some measures for the implementation of the International Scholarship "Bolashak", in case of impossibility to be employed, the Scholarship holder shall apply to the Center with an application for a deferral of fulfillment of his/her work obligations with supporting documents.
In case of impossibility to fulfill work obligations, the Scholarship holder shall apply to the Center with an application for deferral of fulfillment his/her work obligations with supporting documents attached. The Center submits application to the Commission for consideration in the following cases:
— treatment of an illness that prevents you from working;
— accompanying a spouse studying abroad; (granted once) (provided once)
— Accompanying a spouse who is a government or military spouse and who is deployed for temporary work or service abroad;
— pregnancy, as well as having a child (children) under the age of three;
— Taking the internship when the Scholarship holder completes academic studies abroad in the current year in organizations included in the world ratings of the best organizations of the world ("Fortune Global 500", "Forbes Global 2000", "Forbes Top 100 Digital Companies"), according to the latest publications of the ratings at the time of the Scholarship holder applies for a deferral of the fulfillment of work obligations for not more than 12 months; (provided once)
— Internship in international organizations of the United Nations located outside the Republic of Kazakhstan for not more than 12 months; (provided once)
— postdoctoral studies according to the specialty for a period not exceeding 12 months. (provided once)
Deferral of fulfillment of the obligations to carry out work obligations shall be granted once in the cases specified in subparagraphs (4), (5), (6), (7) and (8) of this paragraph of the Rules.

In case the scholarship recipient has been working in the cities of Astana, Almaty and Shymkent (for graduates who signed an agreement on the organization of training from June 19, 2018) where the period of work is 5 years, followed by work in the regional centers of the Republic of Kazakhstan, where the period of work is 3 years, or in educational organizations in the cities of regional, district significance and other districts of the region, where the period of work is 2 years, and vice versa, calculation of days worked is carried out by adding the percentage ratio of the number of days worked in the cities of Astana, Almaty and Shymkent (hereinafter - A%) with the number of days worked in the regional centers (hereinafter - B%) and in the cities of regional, district significance and other districts of the region in educational organizations (hereinafter - C%) in the following order:
A% + B% + C% = 100% (total labor time served).
1) To calculate the A% you need to:
A% = X *(multiply) 100% /(divide) 1825 days (where A% – percentage ratio to the number of days worked, X – number of days worked).
Suppose when working in Astana: out of 1825 days (5 years) you have worked 730 days (2 years), then the percentage ratio is calculated as follows:
А% = 730×100% / 1825 = 40%.
So, you need to work in regional centers or in cities of regional, district significance and other areas of the region in educational organizations, the remaining 60% in the calculation below.
2) To calculate the B% you need to:
B% = X *(multiply) 100% /(divide) 1095 days (where B% – percentage ratio to the number of days worked, X – number of days worked).
Let's assume that when working in the region, for example in Atyrau: out of 1095 days (3 years) you worked 365 days (1 year), then the percentage ratio is calculated as follows:
В% = 365×100% / 1095 = 33,33%.
3) To calculate C% you need to:
C% = X *(multiply) 100% /(divide) 730 days (where C% – is the percentage of days worked, X – is the number of days worked).
Let's assume that when working in the organization of education in the city of regional significance, for example, in Rudnyi Kostanay region: from 730 days (2 years) you worked 365 days (1 year), then the percentage ratio is calculated as follows:
С% = 365×100% / 730 = 50%.
Then add your worked 40% in Astana to 33.33% in Atyrau and to 50% in Rudny, Kostanay region and you get 123.33%. It means that you have fulfilled your contractual obligations in full and the term of your employment is sufficient to remove the encumbrance from the immovable property.
The calculation of the period of time worked is carried out at the location of the organization where the scholarship holder carried out his/her main employment activity, receiving his/her main salary in accordance with subparagraph 59) of paragraph 1 of Article 1 of the Labor Code of the Republic of Kazakhstan (was at the workplace). Remote work is not the main labor activity.
Additionally, we would like to inform you that in case the Fellow worked in parallel in several organizations, accruals received in one month from several organizations will be counted as one month worked with one monthly pension contribution.
It should be noted that the periods when a graduate is on maternity leave and childcare leave are counted as part of the time frame of the employment period (provided that the graduate is in these periods in accordance with the Labor Code of the Republic of Kazakhstan).
In this case, the scholarship holder must necessarily provide an extract from the orders or copies of the orders on granting maternity leave, on granting leave without pay to care for a child up to the age of three years, as well as a copy of the child's birth certificate.

To remove the encumbrance from the immovable property, the scholarship holder or the pledgee should apply to the Center's office (the form is attached in the "Sample Documents" section) and attach the following documents to the application:
1. Notarized translation of the diploma obtained in the framework of the Bolashak program (in case it is not provided at the end of training);
2. Notarized copy of the employment record book;
3. Copy of job descriptions (certified by the human resources department);
4. Extract from the State Corporation "Government for Citizens" (GCC) on pension accruals for the worked period of work in the territory of the Republic of Kazakhstan;
5. Certificate of registered rights (encumbrances) on immovable property and its technical characteristics issued by the justice authorities;
6. Copy of the identity card of the owner of the pledged property;
7. Power of attorney from the owner of the pledged immovable property to obtain the original documents of title and identification from the Center for International Programs JSC (if the original documents are stored in the Center's archive and the owner cannot collect the documents in person) (the form is attached in the "Sample Documents" section).
If necessary, additional documents may be requested.
It takes 10 working days to process an Application for the removal of encumbrance.
Applications are accepted in the personal presence of the scholarship holder or by a person authorized to perform these actions on the basis of a notarized power of attorney (according to the standard of public services approved by the order of the Minister of Education and Science of the Republic of Kazakhstan from April 9, 2015 № 187).
