  1. Conditions for participation in the competition for study abroad, within the framework of concluded contracts and agreements

    The average score of the education document:

    • for applicants for a bachelor's degree - compliance of the average score of the certificate or certificate of basic secondary education and report card/transcript on current academic progress for the current year of study or diploma of secondary special education with a score of at least 4.00 (out of 5.00) or 3.00 (out of 4.00/4.33) GPA or its equivalent in accordance with the supporting document from the institution;
    • for applicants for master's degree and residency training - a GPA of at least 3.00 (out of 4.00/4.33) GPA or its equivalent according to the institution's grading system in accordance with a supporting document from the institution;
    • for applicants for the degree of Doctor of Philosophy (PhD), doctoral degree in the profile - compliance of the average score of the master's diploma or transcript of current academic performance with a score of not less than 3.00 (out of 4.00/4.33) GPA or its equivalent according to the evaluation system of the educational institution in accordance with the supporting document from the educational institution;
    • for applicants presenting certificates of current academic performance - compliance of the average grade point average of current academic performance with the abovementioned points, respectively;
    • in case the applicant studies in an educational institution with an evaluation system different from that specified in the Rules, the applicant shall provide a letter from the educational institution indicating the GPA equivalent on a 4.00 or 5.00 scale;

    If the receiving party establishes a lower average score on education, this condition is not taken into account.

  2. level of knowledge of the language of study:

    • For English language of study - at least IELTS - 5.5, TOEFL - 46 or a diploma/transcript proving previous level of study in the language of study;
    • If there are other English language requirements of the host country, the requirements of the host country apply.
    • For other languages of study, the requirements of the host country apply.
Competitive selection

STAGE 1. The applicant will undergo a personal / online interview with members of an Independent expert commission in the field of specialty to determine the level of awareness and reasonableness of the choice of specialty, university and country of study; the level of preparation for studying abroad. An independent expert commission evaluates in the personal interview sheet of applicants according to the Criteria for evaluating applicants for study abroad within the framework of international treaties/agreements. Audio and video recordings are made during a personal interview conducted by an Independent Expert Commission.

The Independent Expert Commission conducts a personal/online interview with applicants no later than 15 (fifteen) working days from the date of the end of the acceptance of documents for participation in the competition for study abroad within the framework of international agreements in the field of education.

STAGE 2. The selection of applicants recommended for study abroad and included in the reserve list of applicants under the Agreements is carried out by the members of the Final Commission for the selection of applicants.

Based on the results of the applicants' scores, as well as the interview, the Final Commission for the selection of applicants approves the main and reserve lists of applicants for study abroad within the framework of international treaties/agreements according to the Rules. The number of applicants in the reserve list should not exceed 40 (forty) percent of the number of allocated places.

The final commission for the selection of applicants determines the number of places in the areas of training within the number of grants provided by the host party.

Selection criteria

The main criteria for the selection of applicants are:

1) the level of knowledge of a foreign language according to the point system according to the Rules;

2) the average score of the education document according to the point system according to the Rules;

3) evaluation by an independent Expert Commission.

When selecting applicants for study abroad within the framework of international agreements/agreements, with equal points, they have an advantage (in the following sequence):

1) orphans and children left without parental care;

2) disabled persons from childhood and disabled children who, according to the medical report, are not contraindicated to study in the relevant foreign educational institutions, who have submitted a medical certificate (for traveling abroad) in form No. 072/y;

3) children from large families;

4) applicants from a rural locality who have been living in rural localities for the last 2 (two) years;

5) applicants who have an invitation from foreign higher education institutions, as well as those studying in foreign higher education institutions.

Publishing lists

JSC "Center for International Programs" within 5 (five) working days from the date of the selection of applicants transmits the List to the Ministry of Education and Science of the Republic of Kazakhstan for subsequent transmission through diplomatic channels to the receiving party.

The list is posted on the Internet resource of JSC "Center for International Programs" within two days after the meeting of the Final Commission for the selection of applicants.

Note. If an applicant from the list of recommended applicants refuses to study or conduct research, his replacement is carried out according to the order of the reserve list. The application for refusal is written in any form.

Conclusion of the contract

The winner of the competition, within 60 (sixty) calendar days from the date of receipt through diplomatic channels by the authorized body in the field of education from the host party of the final list of applicants accepted for training, concludes a training contract with the Administrator (hereinafter referred to as the contract), according to standard forms according to the Rules, which necessarily contain:

1) subject of the contract;

2) rights and obligations of the parties;

3) term and conditions of training;

4) the condition for the mandatory return of the winner of the competition to the Republic of Kazakhstan after completing academic studies abroad and carrying out continuous work for a period of 1 (one) year.
